Sieve rules

Hello,

i will filter my mails with sieve. A lot of mails come with subject: Vorgang 698213......... The number change. My target is filtering the mails in a folder structur -> Year -> (the number in subject)
Year
   |_____> 698213
   |_____> 758963
   |_____> 589462
Sieve must create the 698213 folders automatic. Can i do this with sieve?

Even this would be a good start.
