How do you setup a bluez NAP under systemd

I have setup a network access point with bluez prior to systemd, but I'm hitting a wall now. I can pair the two devices, but I cannot get bnep interfaces under ip link. Any pointers?  lsmod shows bnep loaded. I've used:

dbus-send --system --type=method_call --dest=org.bluez /org/bluez/hci0/dev_AA_BB_CC_DD_EE_FF org.bluez.Network1.Connect string:'nap'

Nothing happens. I honestly am guessing at what needs to happen now and the docs seem to be stale so far.
