Hello,
I faced the same error you report.
I have this figerprint reader:
Bus 001 Device 006: ID 138a:0011 Validity Sensors, Inc. VFS5011 Fingerprint Reader
What i did was
1 - install the fingerprint-gui,
2 - Create 'plugdev' group:
# groupadd --system plugdev
3 - Add my user to group 'plugdev'.
4 - Create this archive "/lib/udev/rules.d/40-libfprint0-custom.rules" with the following content:
# Device Validity VFS5011
ATTRS{idVendor}=="138a", ATTRS{idProduct}=="0011", MODE="0664", GROUP="plugdev"
5 - Reboot.
Pay atention in idVendor and idProduct numbers that must be exactly those shown in lsusb.
