[PARTIALLY SOLVED] Neo yubikey - can`t use as regular user

Error:

$ gpg --card-status
gpg: selecting openpgp failed: Card error
gpg: OpenPGP card not available: Card error

As root is working fine.

Couldn`t find solution. On Debian systems regular user can use card. On arch - no. Changed user groups, etc - nothing.
I have found one difference lsusb -v | grep Yubi
as regular user:

$ Bus 001 Device 003: ID 1050:0116 Yubico.com 
  idVendor           0x1050 Yubico.com

as root:

#Bus 001 Device 003: ID 1050:0116 Yubico.com 
  idVendor           0x1050 Yubico.com
  iManufacturer           1 Yubico
  iProduct                2 Yubikey NEO OTP+U2F+CCID

It is permission problem or something else?

Something missing for smartcards.
I have installed pcsc-tools, other from AUR yubikey-neo-manager-git, yubico-c , yubico-c-client, yubikey-personalization-git and now I can accsess yubikey neo smartcard as regular user.
