I am using GNOME and NetworkManager (wthout nm-applet because GNOME has it's own). ModemManager is running, I have all packages needed to use my Huawei E3131 modem. I must add that on the other machine with MATE desktop it's working fine. When I plug in my modem system does not ask for PIN code so journalctl shows me these errors:

Adding connection thorugh upper right corner applet does not show in it but I can see this connection in nm-connection-editor. Adding pin to connection properties through nm-connection-editor does not solve the problem.

I have faced this in the past.
you have 2 choices:
1: Put the SIM into a phone & disable the SIM pin (Remove the PIN )
2: get the linux version of the Huawei "Mobile Partner" & use that to manage the modem
