Setup Windows Server to Arch Linux NTP synchronization

I've followed various websites advice to setup my Windows 2012 server as an NTP server such that my local device running Arch Linux can sync from it with no success.

My /etc/systemd/timesyncd.conf points to the windows machine on the same subnet:

[Time]
NTP=192.168.2.100

Timedatectl command gives:

[root@saturn-al ~]# timedatectl
      Local time: Fri 2016-12-30 00:38:26 UTC
  Universal time: Fri 2016-12-30 00:38:26 UTC
        RTC time: Fri 2016-12-30 00:38:27
       Time zone: UTC (UTC, +0000)
 Network time on: yes
NTP synchronized: no
 RTC in local TZ: no

My Windows server registry was updated per the following advice:

Use ntpdate to query the server manually and post the output here. We cannot help you with configuring the Windows server.

Appears that I do not have that package installed.

Forgot to mention that it does successfully show "sync" when I point it to a Linux NTP server.

All the more reason to believe that the issue is at the Windows side. You can find the ntpdate program in the ntp package.
