Looking for project to emulate "internet"

A few years ago I saw a project with which an existing internet access was simulated. For that it created a dns server and you could save various websites offline to a folder. When someone connected to that machine, he only saw those websites.
E.g. if I would type facebook.com while connected to that machine I would get the website saved on that machine as facebook.com.
I do not remember the name of the project and could not find it anymore. Does anyone know what I am talking about?
Reason: I want to create an old "modem" and when connected to it via ethernet you get an old "internet" as a kind of retro project.

I don't know the project you're referring to but surely all you need is a DNS/DHCP server and a webserver.
I'd use dnsmasq and nginx but that's mostly just personal preference.

If you need to save website in a folder you can use HTTrack: https://www.httrack.com/
