avahi does not assign an IP address

I'm trying to set up an ad-hoc network using Avahi but I can't get Avahi to automatically assign an IP address.  I can manually start avahi-autoipd, so that program is working ok.  The Avahi page says that noipv4 should be commented out in /etc/dhcp.conf but that doesn't help.  I've searched for an answer and can't find anything.  Has anyone gotten this to work?

What does dhcpd say? You're sure you don't have an IP address already? What do the logs or journal say? How are you starting dhcpd?

I found that I had to set Link-Local Only in Gnome Control Center->Network->Wired->IPV4 to get a link local address.  Link local does not work if DHCP is set.  I thought Avahi was supposed to switch to DHCP if it was available and only assign a link-local address if there is no DHCP.

The IPV6 tab has Automatic, Automatic DHCP Only, and Link-Local only but I can't seem to get an IPV6 address.  I've never tried using IPV6, so I might be doing smething wrong.
