I can't seem to limit my download speed in deluge. I have a 200Mbps connection.
I tried limiting the global download speed to 19000KiB/s and it dosen't work
I tried limiting individual torrents but that dosen't seem to work.
It seems to work for relatively low speeds like 2000KiB/s but only some of the time.
Any help would be greatly appreciated; thanks for reading.

Welcome to the forum. "I tried <X> and it doesn't seem to work" tells us nothing. How exactly have you tried to set the limit?
