Sometimes pulseaudio gives no sound until I switch output device to different than back. If I press mute - it starts to play with 100% volume (my ears still hurt). Tried to remove ".config/pulse/" doesn't help. Anyone has such problem?

Don't wonder if anyone else has the issue, investigate why you have the issue.
Post
sudo fuser -v /dev/snd/*
pacmd list-sinks
pacmd list-sink-inputsfrom before and after the issue happens. And post details on your session how you start it and what you are using to manipulate audio volume.
FWIW pulseaudio behaves as I expect it to on two separate systems.

This happens on dual-boot PC, seems caused by arch boot after win10
