Sometimes pulseaudio gives no sound until I switch output device to different than back. If I press mute - it starts to play with 100% volume (my ears still hurt). Tried to remove ".config/pulse/" doesn't help. Anyone has such problem?

Don't wonder if anyone else has the issue, investigate why you have the issue.
Post
sudo fuser -v /dev/snd/*
pacmd list-sinks
pacmd list-sink-inputs
from before and after the issue happens. And post details on your session how you start it and what you are using to manipulate audio volume.
FWIW pulseaudio behaves as I expect it to on two separate systems.

This happens on dual-boot PC, seems caused by arch boot after win10
