how do you get NetworkManager to see your wireless cards?

NetworkManager: <WARNING>    nm_dbus_get_networks_cb (): error received: org.freedesktop.NetworkManagerInfo.NoNetworks - There are no wireless networks stored..

i've added my user account into the two .conf files in /etc/dbus-1/system.d and still nothing.

also, on bootup dhcdbd gives some error about a .pid file, sure enough it's .pid in /var/run has permissions of 000, meaning nothing.  so i set it to 644 is there any way to make that stick after a reboot?
