Many discarded packets with wireless (Thinkpad X220)

I have several laptops with a working configuration for wpa_supplicant containing:

ctrl_interface=/run/wpa_supplicant
update_config=1

network={
    ssid=********
    psk=********
}

fast_reauth=0

But my Thinkpad X220 seems to drop a lot of packets.
From

cat /proc/net/wireless

i get

Inter-| sta-|   Quality        |   Discarded packets               | Missed | WE

Usually when starting a download it starts normally with like 2 MB/s and then suddenly drops off to about 10 KB/s. It sometimes goes back up again and then drops off later and so on...

Im running the package

tlp

on X220 and have masked

systemd-rfkill.service

and

systemd-rfkill.socket

.
I have tried to installing and uninstalling

ethtool

, which didnt help.

I also switched the tlp-settings for wifi to no power savings which also didnt help:

WIFI_PWR_ON_AC=off
WIFI_PWR_ON_BAT=off

btw, wired connection seems to work fine.
