I don't know if this is the same / related bug to that issue, but the issue persist on Libre Office Fresh Version: 6.2.2.2 on Linux 5.0.6-arch1-1-ARCH

For a very short time while the new document is being displayed I can see File Tools and Help in the box covering the menu, and then the text disappears.
It is also displayed across screens and over other applications.
