Arch Linux libvirt NAT Forward Networking: Port Not Open

I want to setup a network that allows a libvirt VM on a Arch Linux host to connect on port 1359. I haven't opened the port on the router yet; I just wanted to make sure the firewall was working. I followed the guide to setup a stateful firewall with iptables here. After setting it up and opening port 1359, I setup NAT Forwarding with this guide. I then ran nmap on my server running Arch and it said that no ports were open. I also ran this on another local machine and it still said that no ports were open. Here is an image of my network topology.

Is there something I can do to open the port for server traffic? Is the port opening only applying to incoming connections? I read somewhere that ports say there open when a program is using the port. How does this apply to NAT Forwarding to a VM?
