i comment out Port 22 in the config file, restart the service:

strange, i didn't think it'd use 1606 instead of 22 so i try 22, still with Port 1606 as the only port listed in ssh_config

Though ssh_config only lists port 1606, ssh only responds on 22, how'd this happen?
am expecting change with the wrong file?

do a netstat -nl, and see if it is listening.
if it is, then it is probably tcp_wrappers blocking your access to it.
If it isn't, then ssh isn't listening.
EDIT: *reading the above more closely*
oh, and you want sshd_config for the daemon. ssh_config is for the client.
