(apache) HTTPD unable to connect to LOCALHOST

When i run

systemctl restart httpd

and open a firefox browser to LOCALHOST/info.php I only get an "unable to connect" error. This has me puzzled because I have created a /srv/http/info.php file in the /srv directly.

Both apache and php are updated to the latest versions.

I am not sure what is preventing me from running a local server and accessing it through the firefox browser. I would appreciate any help with this.

What do the Apache logs say?
