I've installed the rtl8821ce wifi drivers for my laptop from aur. I've came to the conclusion that linux kernel versions greater than 5.9 having some issue. As per the directions I've black listed rtw88_21ce . But still on reboot i can't acess the wifi menu . I tried wifi-menu , iwctl ,etc.
But everything miserably failed. I've installed xfce desktop along the installation. The wifi driver worked fine on other arch based distros like manjaro , artix

The log has iwd AND networkmanager/wpa_supplicant enabled and they stumble and trip and fall over each other (ret=-16 means the device is busy)
=> Pick one, drop the other and post a clean journal.

What exactly did you do there?
NM relies on wpa_supplicant and activates it itself - the conflicting services are networkmanager and iwd and you need to disable one or the other.

Technically, stopping one of the units will remove the collision, but to produce a clean journal, please reboot, yes.

That journal connects via the enp4s0f3u2 NIC and makes no further attempts to connect or even scan for a wifi AP.

do you thinkk its wifi driver specific issue ? the github page for the driver rtl8821ce is telling it have some issues with kernel versions greater than 5.9 . and they also provided some remedies for it. but even after i black listed the possible cause , it isnt getting ready. i dont know much about the internal working , i'm thinking about switching untill unless they fix the issue with the driver

What I meant was that the journal you posted last does not cover any effort to connect to a wifi AP, if the driver or anything would fail is not clear because you've not even tried to use it in that context.
NM relies on the connection estblished on enp4s0f3u2 and ignores the realtek chip.
