USB only works when Laptop is on AC

Hey guys,
I had a post a few weeks ago where I had issues with my USB Ports not working (and magically fixing itself). Now I had the time for some more research and it seems that the USB ports work when AC is plugged in and don't when the Laptop runs on battery. They also work in these scenarios:
- when the System is startet form hibernate/suspend (after every systemctl power action)
- after system boot
- after disconnecting AC
After un- and replugging the device it doesn't work (no lsusb 0r dmesg -w output after replug). Interestingly when I have two devices plugged in and working, un- and replugging one device will result in it still working just fine.

After some research I suspected tlp to be the problem and disabled USB_AUTOSUSPEND but it didn't fix the issue.
I also got nearly any udev rules.

Does anybody have an idea?

System:
OS: Arch Linux
Host: 20NMS15800 ThinkPad X395
Kernel-Version: 5.19.4-arch1-1 (64-bit)
CPU: 8 × AMD Ryzen 5 PRO 3500U w/ Radeon Vega Mobile Gfx
Memory: 13,5 GiB Arbeitsspeicher
GPU: AMD Radeon Vega 8 Graphics

Not sure if this is related but I've recently had issues where by keyboard didn't work with my T14s.

It's intermittent and I do think it "fixes itself" somehow once power AC has been restored.
