when I open the index.html on nginx with a browser, 403 Forbidden

I uploaded index.html to the nginx server in Winscp, but when I open the index.html on nginx with a browser, 403 Forbidden appears.
What's going on? How to deal with it

Without you providing any relevant information of your system, we are not able to help you.
Also, if you're obviously not capable to debug the issue at hand by simply reading what nginx writes to the journal, I can only discourage you from operating a web server connected to the web.
