Alt+Tab doesn't work at all. Is it how it's supposed to be? For on every other Linux DM on Earth it will work properly.
I've done a search and found only 1 or 2 results which proposed a tangled solution.

I think that's because lxqt doesn't handle alt+tab itself but relies on the window manager for such functionality.
Assuming you use openbox as WM for lxqt, by default openbox it only switches to windows on the same virtual desktop.
Incase you only have one window open on current virtual desktop, there's nothing to switch to.

My ~/.config/openbox/ has rc.xml & lxqt-rc.xml .
Which of those should be edited is unclear to me, I settled for setting A-Tab alldesktops to yes in both .

To change Openbox alt-tab behaviour check the link I posted and the contents of the 2 files.
If that's not enough info check openbox manpages.
Incase you're using lxqt with another WM, check the documentation for that WM .

2. if not, what else?
3. is your WM (assuming openbox) configured to switch windows on alt+tab?
4. Does anything else intercept the shortcut
