Cooling issue...Laptop...

Hi! I used to have a problem with cooling, the fan did not accelerate more than 3900.
I reinstalled the system and the problem went away.
However, today the laptop froze, I turned off the computer through the power button forcibly and after restarting, the same problem again, no more than 3900 revolutions.

How can the problem be detected?
Is it possible to run the system with a minimum set of packages?
I read journalctl, but I didn't find anything...

Do you aware of TLP utility (https://wiki.archlinux.org/title/TLP) or NBFC (https://github.com/hirschmann/nbfc)?

Why should it?
Your fan is probably irrelevant and only unable to mitigate the actual problem.
You want to look at the temperature and also powertop for what causes the heat (what draws most energy, besides the panel, causes the most heat)
Make sure it's not a D.U.S.T. error
Try to boot the resuce.target (and use "top" to see whether any process consumes excessive amounts of CPU)
Check top whether (2nd link below) and see whether the same issue exists there.

General read https://wiki.archlinux.org/title/Power_management but realistically, only the CPU and GPU could heat up a system really fast.
