Bluetooth not working well

Bluetooth of my device is simply does not discover other devices.
These devices however, are able to connect to it.
Then it connects to them.
But when i try to transfer files it, the error

Name is not activatable

appears.
When I try to send file from other device it fails to do so as well.
THese are the bluetooth related packages I have on my system

blueman-adapters  blueman-sendto    bluemoon                          
blueman-applet    blueman-services  bluetoothctl                      
blueman-manager   blueman-tray      bluetooth-player

I'm also a starter so i can say nonsense, sorry a lot if i say something wrong.
I think you forgot to install bluez, if you don't, this can be the source of the problem from what i see in other forum posts(from other distros).
Blueman is just the GUI, the real guy that manage bluetooth connections is Bluez.
But if this is not the problem, them we need a little bitt more info, blueman-applet and blueman-manager can be executed without any error from a terminal?
Try using journalctl -err to see if you find something with bluetooth.
