Unable to install NetworkManager in chroot

Trying to install arch for the 3rd time. Other attempts before have been successful but I've ran into a bit of a problem and no amount of googling has led me to any way to fix this problem.

I did 'pacstrap /mnt (other commands) networkmanager' during the live ISO portion

That should've installed it, so I did 'systemctl enable NetworkManager' and got back 'Failed to connect to system scope bus via local transport: No data available'

Trying to reinstall it again in the chroot environment via pacman -S networkmanager doesn't work either, I get the following errors:

"Failed to check for chroot() environment: Function not implemented
Failed to connect to system scope bus via local transport: No data available
error: command failed to execute correctly"
