Limited Connection on KDE Arch linux

Hi guys I've been struggling this problem for 2 days for now. Each time I connect my laptop to the my mobile phone's hotspot. I get limited connection error. Firstly it seems safe but I cant reach some spesific websites like protonmail and some goverment websites.

I've tried restarting network manager, forget the wifi but none of them worked.

problem code is :PR_END_OF_FILE_ERROR. and I tried to connect on chromium based search engine and firefox and again none of them worked.

I cant log in to my dormitory Wi-Fi Idk why. Sometimes log in button appears sometimes not.

using X11 btw if it works.

You probably have an IPv6 but no IPv4 lease?

and some goverment websites
