network modules loading in random order [solved]

i have eth0 connected to an internal network.
i have eth1 connected to the external network.

every time i restart, it's possible that eth0 might become eth1 and eth1 becomes eth0.
i'm not using dhcp, so it's important that eth0 stays eth0 permanently.

is there a way to permanently assign the names?  thanks.
