Is this a correct behavior ? or what can I do to just let it function as a user (user is part of network group as is said in the wiki)
are there any major security risks running knetworkmanager as root untill this problem gets resolved ?

it is normal since network configuration is only available for root.
User space gui have to connect to a daemon running as root to make changes.
If the daemon is well coded, there is no security hole (unless you don't want users to be able to configure the network). See knetworkmanager documentation for further configuration tips.

I guess it's one of these days...
After I fired up my computer this morning things magically started to work as a non root user (note that I tried a restart yesterday).
