After privoxy update it's not being started during boot I have to start privoxy manually calling it /etc/rc.d/privoxy start

It is not exactly the same problem. Why privoxy is not starting as DAEMON, but starts by
/etc/rc.d/privoxy startOffline
I had that problem at one point. Privoxy 3.0.8-2 fixes permissions, so do a "pacman -S privoxy" and fix any file/directory permissions mismatches that pacman shows.

Wrong. /etc/privoxy has permissions: drwxrwx--- 3 privoxy privoxy
See the bug I refer to, and its chgrp and chmod commands.
