Setting a system-wide proxy

Hello, I need to set a system wide proxy on several computers. I need it to work with various shells (bash, sh, zsh) as well as the GUI apps (Amarok, Firefox, Filezilla). I need to make it so that no one can change the proxy settings but root, how would I do this? Is there a config file I can edit that will do the whole system?

Just FYI so I don't get yelled at, I spent the last hour and a half searching for this.
