setting /usr/share/pixmaps/backgrounds/gnome/background-default.jpg to my desired image and ensuring that permissions on the new image were as they were on the original worked for me.

I don't know what the problem is? Like it was posted before go to usr/share/pixmaps/backgrounds/gnome. Replace background-default.jpg (green leaf) with another picture that you named background-defualt.jpg. Works like a charm.
