i need to manipulate DB with Mysql or Posgresql and somo Front End...

Hi
i tried installing mysql with phpmyadmin or posgresql with phpgadmin, and i couldn't
with postgresql i found something related with a bug
mysql didn't let to launc
localhost:phpmyadmin
the wikis around the web are so poor or advanced that i get lost
the only i want to do is learning data manipulation like MS ACCESS does, but using SQL code...without console
do i need apache?
i don't think so, but I'm so newbie

besides, there are some procedures not explicated
also i get errors, when i shouldn't
