ARTS is part of KDE 3.5, so it'll only be available if your using the old kdemod legacy repo. You probably want to look at something like Pulseaudio, instead. http://wiki.archlinux.org/index.php/PulseAudio

Well, thanks for the information. I guess its time for me to look into pulseaudio then... hope it fills my needs.
One thing i always liked to use arts for is when i needed an application to run at a much lower volume then everything else, i would just start it via artsdsp and adjust the volume of the arts server... is this possible with PulseAudio? Or is there a different solution for this kind of thing?

Just load pavucontrol. It's a global and per-app volume control. It's also handy to use pasuspender when you have an app that doesn't recognize pulse. Running 'pasuspender application-name' will suspend all of the running sound services and hand full control of the card over to the new app. I don't have to use it often, but it's handy when I do.
