what about pypanel?

what about pypanel?
or lxpanel or tint2
or better yet...No panel at all. Simply use the Alt + Tab to move around. Also add Super+Tab keybinding so that you can move across desktops.

There's no such thing as a stupid question, but there sure are a lot of inquisitive idiots !

That "works", but it's hardly convenient. Especially if you have things open such as chat windows that you only look at when they require attention. Having to periodically tab through them just to see if anything's going on can be a real pain. Also it makes it a LOT faster to check if you already have a given app running (terminals, for example).
And in the midst of such perfection,
I can't help but feel diseased.

i think you are confusing yourself between a panel and a systray. Notifications can be had in systrays. I run stalonetray and my chat program changes the icon and I know somebody pinged me. Skype even has a pop up in the systray that can tell you of activity.
As for the "check" for a given app already running, I use a tiling wm 100% of the time now. so that's moot for me. But even in OB, you can run a full screen terminal on a dedicated desktop all the time and simply switch to it using Super+Tab. and even if you start a new terminal (for eg) how hard is it to close it once you are done with it?

No panel thing only really works if you don't need a system tray....

"light as possible" and "conky" never really fly with me... You don't really need to be monitoring everything all the time and no conky is lighter than conky.

I like my cpu, ram, disk and net usage monitors on my xfce4-panel.
