libstdc++.so.6 is owned by gcc, and as almost all the packages need gcc to be built it often isn't explicitly included in the dependencies

If a package has a link level dependency on something within the gcc package, gcc must be listed as a dependency and must be ensured to be installed.
Makedepends are a little more lenient, but we have to ensure the packages work when installed.
