dhcpd won't start

Hi all :>
i tried to set up a dhcp server on my home server and the config looks quite fine (to me tongue) but dhcpd won't start even when the ipv6 module is loaded. there are no errors in any log file, dhcpd is just exiting roll

# /etc/dhcpd.conf

ddns-update-style ad-hoc
authoritative;

subnet 192.168.0.0 netmask 255.255.255.0 {
        range                               192.168.0.1 192.168.0.100;
        option routers                   192.168.0.254;
        option subnet-mask            255.255.255.0;
        option broadcast-address        192.168.0.255;
        option domain-name              "example.com";
        option domain-name-servers      192.168.0.27;
        option time-offset              -18000;

        default-lease-time 600;
        max-lease-time 7200;
}

would be great if someone could give some advises or point out what's wrong

best regards :>
