Capping the maximum bandwith for any single application?

Hi.

Setup:
I have my HTPC in the living room, attached to a 1Gbit switch. The gigabit switch leads to a 100Mbit hub, which feeds my desktop and lap top.

Problem:
Everytime I copy something from the HTPC to one of my two boxes, the network for both my boxes slows to a crawl and breaks down until the transfer (which runs fast) is completed. Can't surf the web, ssh sessions break down, streaming music stops. This is quite annoying.

Question:
Can I set a system wide cap that applies to any single application, so that any application may not transfer faster than 9Mbit/s, so that there will be enough bandwith left for the other apps? I woulnd't want it to be a per-application rule based thing, because that would take too long to set up, as it's different apps I might use to copy stuff over. Just a general rule - one thread should not use more than 9Mbit/s of bandwidth. Possible?
