Run SSHD when i want.

Would somebody please give me advice on how can i setup a non root user to have access to a few main folders like /srv/ and how can that same user have rights to restart/start/stop httpd mysql and proftpd
I have very bad English, please excuse me if I have errors.

Add the user to an appropriate group? Perhaps create your own group for that purpose and make that group the owner of whichever folder/process you want.
