Do you use kernel mode setting (default with kernel 2.6.31)? There have been several reports here in the forum about problems with ATI cards. If you are using KMS, you may wish to try to disable it:

However, this doesn't guarantee that its working after that.

Yes, I have KMS enabled. As the problem only appears when using Gimp, and I use it just rarely I'll keep it enabled waiting for this to be fixed. Meanwhile does anyone knows if this has been reported upstream (radeon driver developers)? Do someone knows how to reach them?

Well, I guess they know this because the wiki article for ATI cards mentions that problems may occur and also provides some workarounds.

Actually, I read about artifacts problems but with Desktop environments.. my problem is actually different.. I just see those artifacts when using GIMP?!?! That's strange..

I have those artifacts as well on my 9800 PRO, but not so many of them, just small black pixels in rows and not so frequent as yours. I built a new xf86-video-ati from git, dated a few days now, but it didn't help.
I've also noticed massive corruption when running gtkperf (from community) and the GtkDrawingArea - Lines test. My bet would be that this is an upstream bug, I even had lots of desktop corruption until I disabled radeon.agpmode by setting it to -1.

Just found https://bugs.freedesktop.org/show_bug.cgi?id=23387 .. That's my card and pretty much the same problems.. waiting for a fix.
