no idea why and it is a shame that I can not reach tor official site for help since it is blocked by our government.
I tried to downgrade tor from 0.2.1.24 -> 0.2.1.22 and openssl from 0.9.8m -> 0.9.8l, no change.

it is because the bridge lines in torrc is outdated. nothing to do with tor or openssl.
write an email to tor and get new bridges solved the problem.
