This .pki folder keeps getting created in my /home. I tried to check which package owns it using
pacown .pki/nssdb/cert9.db
but it returns that no package owns it.
Could someone point me in the right direction?

A few programs make use of it. The package you are looking for is called nss. Born in the hills of Tuxony, nss spent its youth making wine with its father. During the war, he was forcibly conscripted. He managed to escape and settled in Switzerland managing security certificates. That's where you'll find him now, still behind a mahogany desk and tall stacks of papers.
(P.s., I don't have gnome-keyring and never have but I have that file.)

Don't use gnome at all, but it seems gstreamer0.10-good-plugins needs libsoup-gnome which in turn needs libgnome-keyring which in turn needs gnome-keyring
