Installing across multiple users?

I am currently working on getting a basic firewall up using iptables and I was just wondering if I need to do so under each user or if I just set it up under root if it will install for ever user-login. If not is there a certain way I need to go about doing this? I tried searching the forums but couldn't find anything. Thanks in advance! -Wink

If you run it as root I'm pretty sure that it'll create rules and place it in the universal configuration files (/etc/iptables/). If it's possible to run iptables as a regular user, you'd end up with user-specific configurations. If not, you'd end up with universal configurations.
I'm not an iptable user, but there might be an option to specify which users the rules should affect. But I'm pretty sure you need root privileges to configure any type of firewall.
