Make sure you have the whole base-devel group installed. I too get the 'missing' info, but the package builds fine.

If you're using multilib, you need multilib-devel so that seems OK.
Can you post the config.log mentioned in the first post?
Edit: zsnes doesn't need gcc-libs-multilib, it needs gcc-libs which is provided by gcc-libs and gcc-libs-multilib - either one will do.

This log is black magic to me, but maybe somebody else can help you.
Are you running 2.6.36-ARCH kernel? Why?
