phpmyadmin symlink for editing via IDE over lan

Im looking for a solution to symlink my phpmyadmin install at /etc/webapps/phpmyadmin into my local userdir which is enabled in apache.

web access; 
via windows machine;
I have a hosts file using mapped url's, but for ease of conversation lets just use IP's. 
http://192.168.1.50/ (maps to /srv/http) (a phpinfo file answers)
http://192.168.1.50/~username (maps to  /home/usename/public_html/index.php )

network share access; 
via windows machine;
i have a mapped network drive W:\ on the windows box (maps to  home/usename/public_html )

I use this W:\ drive for server file access for development (as opposed to ftp or webdav, not necessary since on a LAN development testing network)

Now, what i want to do is symlink in phpmyadmin, but make it accessible only to the users that have the symlink in their directory (in this case it will be only my user)
so i went into home/usename/ and set a symlink

ln -s /etc/webapps/phpmyadmin phpmyadmin

which is where i want the symlink to reside (above the public_html for security reasons)

now when i open my IDE (adobe dreamweaver in this case) which uses the mapped network drive on the windows box, i see my webfiles as usual, i see /phpmyadmin, /public_html, etc...
but obviously when i try to access the phpmyadmin directory, i get an access denied.  I want access to the config file so i can edit it in my IDE.  I have other uses for this same scenario as well, for example, I will install PEAR, and symlink it the same way, and be able to access the PEAR core files from within my IDE as well to make crucial edits. 

should i be looking to adjust permissions in the phpmyadmin folder, or shoudl i be symlinking in a different manner?

thanks for the link, that makes sense if it was samba, i was think it was a follow directive, but i suspected it would have been apaches, not sambas

thanks adding

follow symlinks = yes 
wide links = yes

to the [homes] section and adding

unix extensions  = no

to global section solved it

should i update the samba wiki?

then i had to

chown -h <username>.users /home/<username>/phpmyadmin

is this the correct way to set it up?

EDIT: nope, i thought i had permissions, but that was because /etc/webapps/phpmyadmin/config.inc.php ended up with permissions for the user, but thats not corect, all the files in that folder should have root permissions only.  I the config.inc.php file permissions back to root root

So, now that i have folder access via the IDE, what do i need to do to satisfy the permssions?

note the permissions for lrwxrwxrwx 1 <username> users 23 mar 2 00:30 phpmyadmin -> /etc/webapps/phpmyadmin

cd /home/<username>/
ls -l
lrwxrwxrwx 1 <username> users 23 mar 2 00:30 phpmyadmin -> /etc/webapps/phpmyadmin

and i do have read access from the IDE now, I just dont have write access
