A quick search on the forums seems to suggest that an extremely minimal Arch Linux installation is still quite a bit bigger than 128 MB.
So, you might be able to get Arch Linux to work on that computer, but no, there isn't a tiny Arch Linux that's designed to be able to do so.

You might want to look into Puppy Linux or something like that. Check distrowatch.com

You maybe even get it to boot, but if you try installing useful software you're gonna have a bad time.
% pacman -Si linux | grep "Installed Size"
Installed Size : 58976.00 KiB
% pacman -Si glibc | grep "Installed Size"
Installed Size : 37612.00 KiB
% pacman -Si coreutils | grep "Installed Size"
Installed Size : 13704.00 KiB
% du -h /boot/vmlinuz-linux /boot/initramfs-linux.img
3.3M /boot/vmlinuz-linux
3.5M /boot/initramfs-linux.img
Do they have sufficiently much RAM? If yes, you might have more luck with a diskless networkboot + the system on nfs shares on a server.
