[Solved] How to make OpenBox key bindings take effect?

I know this is a very newbie question, but I have searched for an answer and all I can find is about how to code the key bindings. I have looked at the Arch Wiki page for OpenBox and at the OpenBox Wiki page on Help:Configuration, among other places.

I am taking my first baby steps to opening a few applications. I added my correct code to ~/.config/openbox/rc.xml, but they did not do anything. Then, I exited X, ran startx, and my new key bindings worked.

Surely there is a way to make the new rc.xml file take effect without stopping and starting X. But I cannot find it. Sorry.
