Is this considered as system reinstallation ?

boot live arch
specify remote dir in live pacman and uninstall all my system including pacman
then install base by live in to my system partition
chroot
install rest

why do you care if it's a reinstall?

it sounds like you removed your previous install and started over, so what do you think?

how does it matter what its "considered" ??  If you have to do it or if you want to do it -- just do it !!

I got an idea and asked, I was not sure if this is a proper way. Or a way. It was a first thought about how to reinstall...

Other computer has segmentation fail and unallowed access to memory errors.... it is unable to do few things in the os .

The question is why would you want to re-install a rolling release distro, unless you messed something up so bad that its easier to re-install than to recover.

Explained in edit and firefox is crashing, gcc does not compile.
I did not study logs yet.

It's probably not the same as a reinstallation.  Most of your configurtions will be left behind, and if you delete those, you might just as well reinstall properly.
