Emacs meta key doesn't work over SSH, works over SSH in cygwin

Hi all,

When I'm ssh'd into a text-only session on a central server and running emacs on that machine, if I hit M-v (alt+v, to scroll up one page) it instead capitalizes the word next to my curser (if it was upper case it becomes Capital and then lower, if it was all lowercase it becomes Capitalized).

On a different server on campus if I hit M-v in Emacs I don't get the case-changes, instead I get this character: ö
I know I can hit the escape key and use that in place of "meta," but that's an annoying work-around.
What's really strange is, if I ssh into either server from a cygwin terminal on my windows box, the meta key works correctly. 

Is there anything I can do from the user-end to fix this? I don't have root access to both remote servers, only one of them.
