Simulate 3G or 4G networks on common WiFi?
Is it possible to somehow simulate 3G or 4G network speeds and latencies from WiFi connection?
What could I use to do this?

Even though they are both wireless technologies, they don't operate the same.
3G/4G also implements some bandwidth limitations, that vary from carrier to carrier.
There is a thing of calling over a WiFi connection, but they still charge you on your minutes (which seems pointless), but is also not an internet simulation.
The only thing you can do is tweak QoS in the TCP/IP stack, which if you want full speed when connected to WiFi I'm not sure why you'd do this. QoS helps with managing a busy network so that everyone gets less of a bottleneck, just like what is used on a POTS/3G/4G network.
I may have to CONSOLE you about your usage of ridiculously easy graphical interfaces...
