network manager insufficient privileges

Today i installed my old Dell Optiplex GX260 with arch Linux & Openbox as my main rig has let me down :-(

When i try and  run nm-applet from the tray and select a network to connect to i get the following error

Failed to add new connection: (32) Insufficient privileges

on the it says to make this file"

sudo nano /etc/polkit-1/localauthority/50-local.d/org.freedesktop.NetworkManager.pkla

and then past the following

[nm-applet]
Identity=unix-group:netdev
Action=org.freedesktop.NetworkManager.*
ResultAny=yes
ResultInactive=no
ResultActive=yes

but this location doesn't even excist on my arch machine...

I am a member of the network, wheel, dbus groups and everything else seems to work just fine.
Anyone have any suggestions ? i am using a really long ethernet line now and WICD simply sucks.
