I found a thread in Ubuntu to do this, but it does not exactly match against the arch entries in /etc/grub.d

Copy an existing entry from grub.cfg and just add systemd.unit=multi-user.target to the kernel command line parameters. You can put the entry in e.g. /etc/grub.d/40_custom and just regenerate grub.cfg.

I tried to follow your instructions, but after regenerating grub.cfg, the PC refused to boot. It turned out that when I copied the entry across some of the lines were split, so I will need to be more careful next time. Thank goodness for System Rescue CD
